i noticed that i have an inflammation of skin on the left side part of my penis, not on the head, just below it.
sometimes when rubbed it gets inflamed turned reddish/pinkish
it feels itchy when this happens, what is this???
im wondering what doctor should i see for this

AND believe its not an STD, bec i havent done it with anyone yet

You do not need to see a specialist for this. Your standard family physician will be fine.
Being itchy and red it seems most likely to be a fungal infection or bacterial infection. These are quite common around the crotch area and equally easy to treat with fungicide creams or antibiotics respectively. However there are other possibilities too, so please see a family doctor. They see this stuff all the time so there’s no big deal.
BTW, rubbing it will only make it worse. If you haven’t had sexual contact with anyone else in that area (I mean ANY sort of sexual contact), it won’t be an STD.

Its’s best to get it checked with a urologist probably. Although I’m sure your GP may be able to diagnose something.
I know you said you have no yet lost your virginity- so therefore an STD is out of the question- but have you received ANY oral sexual practices yet? Even little things like a small cut or cold sore will transfer to you’re genitals which could lead to skin inflammation.
If this is not the case then it could be something silly like having a tiny little cut on the foreskin ( or shaft if you have been circumcised) and getting soap in it while washing.
Either way you are right to get it check out.
Hope all goes well!!
