    Canada.
    Those who wish to have healthcare outside the country (just like there are Americans who do so) can still go to Mexico, India, the UK etc. That is assuming that a universal healthcare system forbids private treatment, which is not the case in Western Europe.
    By the way, did you know that despite spending more money on healthcare per person than any other country in the world, the USA has the one of the highest death rates for kids aged under five in the industrialised world?
    You could easily ask where should US kids go for healthcare now?
