Family means wife/husband and children. For your parents to qualify for being a dependent of you in the military means you must provide over 50% of their income & living expenses each year. They are restricted with coverage to an Space available basis at the base clinics/hospitals.

Only if they are your dependents. You would have to consult a lawyer on how to get your parents to become your dependents and then talk with JAG to see if this would be allowed.

If your parents are YOUR dependents then it can cover them. You must be able to show that you provide more than 50% of their living expenses.
